Todd Brown moderated a lively discussion in front of over 400 attendees at the Howard County Boom! Bisnow event on February 23, 2017. Howard County Executive Allan Kittleman and Montgomery County Executive Ike Leggett appeared together on the program to discuss a future connection of the two counties by Bus Rapid Transit along U.S. Route 29, extending from Downtown Silver Spring to Downtown Columbia and potentially Ellicott City. Todd’s panel included Greg Fitchitt with The Howard Hughes Corporation, Neil Greenberg with Somerset Construction Company, Steve Moore with Foundation Development Group, Kevin McAndrews with Atapco Properties and Chris Bennett with MacKenzie Commercial. Topics included the creation of high-density, mixed-use communities in Howard County, future opportunities in Howard County’s designated Growth and Revitalization Areas, and Howard County’s use of Tax Increment Financing and Development Rights and Responsibilities Agreements as tools for creative problem-solving.
Todd represents developers in both Howard County and Montgomery County to secure land use entitlements for residential, commercial and mixed-use developments, including Howard Hughes’ 13 million square foot redevelopment of Downtown Columbia. He joined Shulman Rogers’ seasoned Land Use Practice Group, chaired by Nancy Regelin, in May 2016. Todd said he made the move to Shulman Rogers to advance his clients’ needs. “It’s a great firm.
