Employment Law Alert – DC – State of Emergency: COVID-19 Action Plan

December 21, 2021

On December 20, 2021, Mayor Muriel Bowser announced D.C.’s COVID-19 Action Plan in response to the unprecedented surge related to the Omicron variant.  The highlights of the Action Plan include:

  • Reinstating the indoor mask mandate beginning December 21 at 6:00 a.m. until January 31, 2022 at 6:00 a.m.

  • Instituting a mandate that all employees, contractors, interns, and grantees of the D.C. government must be fully vaccinated against COVID-19, which now includes getting a booster.  There will be no test-out option.  The D.C. government has not announced the specific deadline yet.

  • Expanded testing, including increased availability of PCR tests and new sites to pick up and drop off at-home PCR tests

  • Beginning December 22, D.C. Health will launch the Test Yourself Express program.  Residents will be able to pick up free at-home rapid antigen COVID-19 testing kits at 8 locations across D.C.
