Paul Chung has represented clients in Maryland, Virginia, and the District of Columbia for more than 20 years, with a practice focused on medical malpractice, personal injury, and criminal defense. 

In his medical malpractice and personal injury practice, Paul represents individuals who have been seriously injured and families who have lost a loved one through someone else’s negligence. He approaches each case with both compassion and confidence, navigating clients through a complex legal process with the goal of delivering real outcomes for people who need them. Many of Paul’s clients come to him through referrals from former clients and other attorneys, a reflection of his track record and the trust he has built over time. 

Paul has handled a wide range of medical negligence cases involving physicians, hospitals, nursing homes, and other healthcare providers. His results include a mid-seven-figure pre-discovery settlement in a medical malpractice case, a successful recovery for a young woman whose healthcare providers missed the window to treat her stroke, a settlement on behalf of a family whose infant died from a mismanaged infection, and a settlement for a teenager harmed by a surgical procedure with a high known failure rate. 

Paul’s criminal defense practice covers misdemeanors including DUI/DWI, misdemeanor assault, theft, and drug possession, as well as serious felonies including homicide, sex offenses, and felony assault, in state and federal courts in Maryland and D.C. Before joining Shulman Rogers, he served as an Assistant State’s Attorney for Prince George’s County, prosecuting hundreds of criminal cases at both the District Court and Circuit Court levels. That background gives him a perspective on criminal procedure that few defense attorneys can match. 

Paul also handles domestic protective orders and peace orders, student disciplinary matters, and professional licensing and disciplinary proceedings. 

He attended the University of Maryland, College Park, and earned his J.D. from Temple University School of Law. He is fluent in Korean. Paul has served on the Trial Courts Judicial Nominating Commission for District 11, the Personal Injury Litigation Section of the Bar Association of Montgomery County, and currently serves on both the Judicial Selection Committee to BAMC and the Character Committee of the Supreme Court of Maryland. He was included on The Daily Record’s 2024 Power List for Personal Injury and Medical Malpractice.
