Mark J. Maier has joined Shulman Rogers as Chair of the Government Contracts and Technology Transactions practice groups. Mr. Maier’s military, engineering and business background enables him to quickly understand complex situations and achieve his clients’ goals. With his extensive hands-on experience in the government and technology sectors, he delivers tremendous value in the negotiation of government and commercial contracts, developing cutting-edge technology and data services, monetizing intellectual property and winning bid protests.

Mr. Maier is well versed in regulatory compliance with highly classified government contracts, special operations and intelligence programs, as well as with the FARs, CFRs and their supplements, FCC, DSS/NISPOM, ITAR, EAR, CFIUS and OFAC requirements. He counsels clients on counterterrorism law enforcement activities such as ECPA, NSL, FISA and CALEA. He regularly negotiates business transaction agreements involving technology, telecommunications, energy, data, trade secrets and intellectual property.
Recently, Mr. Maier retired from the U.S. Army Reserves at the rank of Colonel. He responded to domestic emergencies as Army North’s emergency preparedness officer for Maryland and commanded an expeditionary tactical line battalion. Prior to his legal career, Mr. Maier was an electrical engineer and international business executive.
Mr. Maier received his J.D. from Suffolk University Law School magna cum laude and his B.A. from Pennsylvania State University. He is a member of the Washington D.C., Virginia and Massachusetts bars.
