Montgomery County Council Approves Legislation to Encourage Conversion of Underutilized Housing
The Montgomery County Council approved legislation this week to encourage the conversion of underutilized office buildings into new housing. This legislation includes a zoning text amendment and a subdivision regulation amendment that create an expedited approval process for such conversions, as well as a bill to establish a 20-year Payment in Lieu of Taxes (PILOT) for conversions that provide significant amounts of affordable housing.
