David Robbins quoted in PubKLaw: USAID Lifts Suspension, Changes Policy after IRD Lawsuit

David Robbins, chairman of the firm’s Government Contracts & Grants practice, and former acting Suspending and Debarring Official, was quoted in a PubKLaw article discussing the lifted suspension of International Relief & Development.
Suspending IRD a second time would be an unlikely outcome, according to David Robbins of Shulman Rogers, who is a former Air Force acting debarring official. Robbins, who is not involved in the matter, said that USAID should receive some credit for making a “graceful exit” from the dispute by taking corrective action when the lawsuit raised questions about its policies, and that going back and suspending IRD again would make a bad situation a lot worse.
