On June 1, 2023, Todd Brown represented Howard Research And Development Corporation (HRD), a Howard Hughes Corporation subsidiary, and coordinated its team of consultants to secure Site Development Plan approval of 701 multifamily dwelling units and 19,000 square feet of street-level restaurant/retail space in the Lakefront Neighborhood in Downtown Columbia. The development will be housed in three vertical towers, much of which will be constructed above a podium containing structured parking.
Unique to the development is the use of the site’s topography to embed the podium partially into the adjacent hillside. Construction atop the podium will create a new adjacent street grade and will include not only new vertical development but also new community open space and an extension of Wincopin Circle as a new main street for the community, all built upon structure. Approval of the Site Development Plan followed the Planning Board’s approval of an amendment to the existing Final Development Plan for the site, originally approved in 2020, to accommodate the revised plan and modified phasing proposed by HRD. Planning Board approval of both the Final Development Plan Amendment and the Site Development Plan was unanimous.
Todd has represented HRD for much of his thirty-plus year career, including approval of the Downtown Columbia Plan in 2010 and amendments to the Plan and approval of a Development Rights and Responsibilities Agreement in 2017 authorizing the development of 6,244 dwelling units, 1.25 million square feet of retail, 4.3 million square feet of office and 640 hotel rooms. Todd has also represented HRD on each of its development projects Downtown comprising 3 million square feet of entitlements, including 2,446 units, and 2.6 million square feet of vertical construction to date.
