Israel Practice

An effective Israel practice group understands the needs of Israelis and Israeli companies doing business in and with the United States, and occasionally confronting challenges presented by the American legal system.  The Israel Practice Group of Shulman Rogers is a full-service, multidisciplinary team of lawyers who are either Israeli or have close connections with Israel.  We provide legal services to Israelis and Israeli companies seeking to enter or expand their presence in the U.S. market, and to American clients interested in contracting with, or investing in, such Israeli companies. 

We consult and work closely with Israeli law firms who provide the counseling on the Israeli legal issues.  The members of our Practice Group bring special expertise and experience that springs from three sources:  their broad experience in relevant industries, their in-depth knowledge of relevant substantive areas of law and their strong personal connections with Israel and with the Israel Embassy in Washington.

Experience

  • Michael J. Lichtenstein - Co-Chair of the Israel Practice Group, Mr. Lichtenstein practices primarily in the areas of workouts, bankruptcy litigation and commercial litigation. He spent his formative years in Israel, graduating from high school there and serving as a tank officer in the Israeli Army. He is fluent in Hebrew and represents several Israeli clients, some of which are based in the U.S.
  • Ira E. Hoffman - Co-Chair of the Israel Practice Group, Mr. Hoffman's practice concentrates on international trade and government contracts. He attended the Hebrew University of Jerusalem and was the economist at the Dayan Center for Middle Eastern and African Studies at Tel Aviv University. Mr. Hoffman was the first in-house Counsel to the Israeli Ministry of Defense Mission to the U.S., and has counseled the Embassy of Israel on U.S. export controls. He has also represented IAI, Rafael, Elbit, El-Op and Tadiran, among others.
  • Donald R. Rogers - Chair of the Firm's Corporate Department and Co-Chair of the Firm's International Practice Group, Mr. Rogers' practice focuses on mergers and acquisitions, tax and business planning. Over the past 30 years, he has worked with start-up and early-stage business enterprises to obtain required financing, such as seed capital, venture capital, and strategic alliances, and serves on the Board of Directors of both private and publicly held companies, acting as a significant resource in that capacity. Before studying law, Mr. Rogers lived for a time in Israel and has maintained many contacts there.
  • Jacob S. Frenkel - Chair of the Firm's Securities Enforcement and White-Collar Crime Practice Group in the Litigation Department and Corporate Investigations and Corporate Governance Practice Group in the Corporate Department, Mr. Frenkel's practice consists largely of representing public and private corporations, as well as their officers and directors, in defense of SEC and other federal and state enforcement and criminal investigations, and counseling corporations and their senior officials in corporate compliance and governance, including international issues. During Mr. Frenkel's tenure as an SEC Enforcement lawyer and U.S. federal prosecutor, he helped conduct training for foreign regulators, including representatives of Israel, and frequently assists lawyers in Israel in securities enforcement and litigation issues. Mr. Frenkel is also a regular commentator for domestic and foreign wire services, newspapers, and radio and television stations.
  • Michael L. Kabik - Chair of the Firm's Immigration, Nationality and Consular Practice Group, Mr. Kabik's clients include businesses engaged in the domestic and international transfer of foreign personnel, including executives, managers, and other highly skilled professionals, and those individuals of extraordinary and exceptional ability in the sciences, arts, education, business, and athletics, as well as individuals seeking to unite with family members and those in Deportation/Removal proceedings. Mr. Kabik,  is a frequent lecturer, and appears often on radio, TV and webcasts. He has also lived and studied in Israel.
  • Scott D. Museles - Chair of the Firm's Securities Practice Group, Mr. Museles counsels public and private company clients on a wide variety of matters, including mergers and acquisitions, venture capital, public and private securities offerings, securities regulatory compliance and general corporate law. Prior to joining Shulman Rogers, Mr. Museles served as Vice President and Deputy General Counsel of a NASDAQ listed company that acquired more than 50 companies with aggregate revenues exceeding $1.6 billion, and was a co-founder of an investment banking firm that advised both early-stage and mature business, including wireless infrastructure, life sciences and software companies. Mr. Museles has provided U.S. counsel services for Israeli companies in U.S. capital-raising transactions.
