Georgina L.O. Feigen has extensive experience in effectively meeting the business, technological, and regulatory needs of wireless telecommunications clients. From the inception of the cellular lotteries in the 1980’s to today’s spectrum allocations and auctions, Georgina's clients have depended on her depth of knowledge and ability to craft a winning strategy for each scenario, from the regulatory and licensing needs of large nationwide wireless clients to the unique needs of smaller rural area wireless clients before the FCC. She has successfully assisted wireless providers with many FCC regulatory matters including licensing, CALEA, environmental issues, tower siting, ownership, TCPA, and E-911 issues. More recently, Georgina has worked with several large private corporations in assessing and establishing their internal radio communications needs and ensuring their compliance with FCC regulations as they apply to private radio licensees.
Georgina is frequently called upon to provide counsel to companies that are integrally involved in antenna structure siting, local zoning and siting issues, and environmental consultation, including the preparation of FCC Regulatory compliance manuals and assisting field personnel and outside consultants with the nuts and bolts of the complex federal tower siting rules and policies, including the Nationwide Programmatic Agreement and environmental concerns. She has assisted her clients with frequency coordination disputes and many issues that arise from license and ownership compliance matters.
Currently, Georgina is assisting several states, municipalities and counties with reconstructing their communications zoning ordinances to incorporate small cell and DAS systems.
Prior to working with Shulman Rogers, Georgina clerked at the U.S. Department of Justice and for the U.S. House Telecommunications and Finance Subcommittee. Upon graduation from law school she worked for Wilkinson, Barker, Knauer, LLP and, more recently, owned her own law firm, Butcher Feigen, LLC.
Georgina received her law degree from the Catholic University, Columbus School of Law, and received her B.S. degree in Communications from Boston University. She is a member of the Maryland and District of Columbia Bars as well as the U.S. Court of Appeals, District of Columbia Circuit.
