Mr. Schaffer has been a business lawyer at Shulman Rogers for over 30 years.  His practice focuses on commercial and business transactions, business planning and finance, intellectual property rights development, protection and exploitation, business entity selection and formation, contract negotiation, and employment law.  He regularly represents individuals and businesses in business acquisitions and financing transactions, and advises management concerning business operations, employment practices and policies, and mergers and acquisitions.  His clients include large and small businesses, franchises, government contractors, and individuals, including many professionals.  Mr. Schaffer regularly appears before local licensing agencies regarding liquor licenses, including applications, renewals, and sales of liquor-licensed businesses.  By utilizing his extensive business experience, developing an understanding of his client’s business, and creating a working relationship with management, Mr. Schaffer often assumes the role of general counsel where a client does not have its own in-house general counsel. 

Mr. Schaffer has lectured on the loan programs available to small businesses through the SBA in a lecture series jointly sponsored by the Washington Business Advisor and a regional bank.  He has also lectured on various aspects of commercial law and secured transactions, distributorship, intellectual property licensing and protection, and employment issues, to business executives and business groups.

Mr. Schaffer received his undergraduate degree from the University of Connecticut School of Pharmacy in 1971 and a Doctor of Pharmacy degree from the University of Michigan in 1974.  He earned a J.D. degree from the American University Washington College of Law in 1977.  Mr. Schaffer was Co-Chair of the STAR Montgomery Scholarship Foundation and has served as a Director of the Montgomery County Business Loan Fund.  He was a 1990 graduate of Leadership Montgomery's training program and has served on the Board of Trustees of the Greater Washington Hebrew Home.  He has also served on the Board of Directors and was vice president of the Montgomery Business Resource Group, as a Director of the National Institute of Dyslexia, and as a gubernatorial appointee to the Mount Wilson Hospital Citizens' Advisory Board.
