
Ira E. Hoffman is a highly regarded legal adviser, advocate, author and speaker on government contracts, export controls, and other international law issues. He is the editor of the forthcoming book, The Annotated Export Administration Regulations Desk Reference (West); the lead instructor for the Federal Publications Seminars/West “International Government & Commercial Contracting” course; is an expert panelist on government contracts and export controls for the Legal Research Network’s Ethics & Compliance Alliance; and has taught International Trade Law and European Union Law as an adjunct professor at the George Mason University School of Law.
Mr. Hoffman, who is Chair of Firm’s Government Contracts and International Practice Groups, has been practicing law for more than 25 years, focusing on the areas of government contracts, national security law, international trade law, international procurement, complex civil and administrative litigation, and alternative dispute resolution. Mr. Hoffman has represented clients in bid protests, claims, disputes, and negotiations with the U.S. Government in U.S. District Courts, the U.S. Court of Federal Claims, U.S. Courts of Appeals, the Government Accountability Office (GAO), Boards of Contract Appeals (ASBCA & CBCA), the FAA's Office of Dispute Resolution for Acquisition (ODRA), the Departments of Defense (various components), Commerce (BIS, ITA & NOAA), State (DDTC), Treasury (OFAC), Homeland Security (CBP & ICE), Energy, Labor, Health & Human Services (CMS), Housing & Urban Development, Transportation (FHWA & MARAD), and Veterans Affairs; and with the General Services Administration (GSA), NASA, National Science Foundation, Office of Personnel Management (OPM), the Small Business Administration (SBA), U.S. Agency for International Development, U.S. International Trade Commission (USITC), and the U.S. Postal Service.
Mr. Hoffman’s clients have ranged from defense contractors (e.g., General Dynamics' Electric Boat, Raytheon's E-Systems, Techno Sciences, PE Systems), to civilian contractors (e.g., PeopleSoft, Cotton & Company, Camber Corp., GlobalNet Services, Inc., Fox RPM), to foreign contractors (e.g., Hexagon AB, CAE, MacGregor (FIN) Oy, Israel Aerospace Industries, Israel Military Industries, El-Op, Elbit, Rafael).
Before joining Shulman Rogers, Mr. Hoffman served as a Court Law Clerk at the U.S. Court of Appeals for the District of Columbia Circuit; as Counsel to the Vice Chairman of the U.S. International Trade Commission; and as Counsel to the Israeli Ministry of Defense Mission to the United States. He also practiced with the nationally prominent large law firms Fried Frank and Howrey & Simon.
