Telecommunications                                     Recent Successes

Shulman, Rogers, Gandal, Pordy & Ecker, P.A. has an extensive telecommunications law practice.  The firm represents clients involved in all areas of communications, including private radio, common carrier, broadband wireless (also known as Wi-Fi) and broadcast.  In particular, the Firm has an extensive practice in the area of private land mobile communications.  Often referred to as "dispatch radio", the Firm has served as counsel to PCIA, which represents manufacturers, users and licensees of two‑way radio dispatch and paging systems, specialized mobile radio systems and tower site owners, and serves as a frequency coordinator for Part 90 spectrum.  The firm is also counsel to Aeronautical Radio, Inc. (“ARINC”) with regard to their ground radio activities, and the Rural Broadband Coalition on the nation’s build-out of broadband access in rural communities.

The Firm's representation includes many Specialized Mobile Radio System licensees and operators, Wi-Fi providers, public safety entities, radio manufacturers and radio users, including electric utilities and major airlines.  The Firm's extensive business practice is particularly useful to the communications clients, as the firm is able to advise communications clients on all areas of a transaction, from acquisition (including taxation and corporate issues), through licensing and implementation.

The Firm's Telecommunications Practice Group includes the following personnel:

ALAN S. TILLES, a partner in the firm, has worked for a number of broadcast stations and has also been a station owner.  His practice is concentrated in the areas of communications law, entertainment law, trade marks and intellectual property matters.  He is the co‑author of many articles on private radio law and is a frequent panelist at private radio industry seminars.  He presently serves as a consultant to Mobile Radio Technology Magazine and formerly served as Regulatory Consultant for Wireless Business and Technology Magazine, Communications Magazine and Radio Resource Magazine, and has extensive experience in the radio propagation area of wireless radio regulation. 

As counsel to PCIA and ARINC, Mr. Tilles served a crucial role in the development of the "Consensus Plan" to eliminate interference to public safety radio systems from cellular systems.  On behalf of the City of Denver, Mr. Tilles successfully negotiated an agreement with Nextel Communications to resolve Denver's interference issues.   In 2004, he received a President’s Award from the Association of Public-Safety Communications Officials (APCO) for his work on the interference issue.  He also serves as a consultant to Primedia Business Magazines and Media with regard to their production of the International Wireless Communications Expo (“IWCE”).  Mr. Tilles is a member of the Bars of the State of Maryland and the District of Columbia, and the Federal Communications Bar Association.

LAURA L. SMITH, serves as Of Counsel to Shulman Rogers on telecommunications matters and provides counsel to numerous entities in the private radio and public safety communities.  Ms. Smith began working for the Federal Communications Commission in 1990 and during her tenure there, worked in the Mass Media Bureau, the Wireless Telecommunications Bureau and served as Deputy Division Chief of the Public Safety and Private Wireless Division.

Ms. Smith joined the Industrial Telecommunications Association (ITA) as Executive Director of Governmental Affairs in 1998, monitoring FCC and legislative proceedings and participating in all regulatory proceedings relevant to the private wireless industry.  In 2001, she became President and CEO of ITA and during her tenure, was instrumental in the formation of the Consensus Group.  She is a fequent speaker at both private wireless and public safety trade shows and has served as column writer and industry consultant for a variety of trade publications such as Mobile Radio Technology Magazine and The Private Wireless Magazine.

REBEKAH L. BINA  is an associate with the Telecommunications Practice Group.  Her practice focuses on 800 MHz rebanding and other telecommunications matters.  Previously, Ms. Bina served as a legal clerk for the National Association of Broadcasters, where she worked on a variety of FCC pleadings and policy issues including media ownership, broadcast interference, labor compensation and must-carry and retransmission consent.

Ms. Bina graduated from Syracuse University College of Law with a certificate in National Security Law and holds a Master's Degree in Media Management from Syracuse University, S.I. Newhouse School of Public Communications.  She also served as Lead Articles Editor of the Syracuse Law Review, and published legal articles as a member of the Institute for National Security and Counterterrorism.

FCC Licensing Specialist (non-attorney):

DANA D. DABERKOW has over fifteen years of experience in the FCC Licensing and Tower/Site Lease field as a licensing assistant.  Prior to joining Shulman Rogers, Dana spent seven years as FCC Licensing and Contract/Lease Manager for Pittencrieff Communications, Inc. in Abilene, Texas and one year as FCC Licensing and Contract/Lease Manager for Intek Global, Inc. in Kansas City, Missouri.  Dana has spent the last five years at Shulman Rogers assisting in all aspects of FCC licensing and compliance for communications service providers as well as private, internal users.
